I guess a dual xeon/Opteron based system with win2k3 Enterprise/RedHat Linux enteprise should suffice.

IBM X3655 Series/HCL Infiniti Xcel 2200 Series with 2 x AMD Opteron 2218 @2.6 GHz, other configs remain the same as above.
Price: 2.75 lacs(without OS and Rack) + vat + octroi
The above servers are rack mountable. The prices mentioned above do not include rack(42U, costs arnd 35k with 17" CRT monitor) and OS(costs anywhere from arnd few thousands to arnd 1.25 lacs for win2k3 enterprise edition). You can even scale these down ( reduce the configs). The 1 proccy option with 8GB RAM with other parts remaining the same would cost arnd 70-80k less.
