21-30k Buying used Thinkpads from laptop resellers in BLR ?

If no GPU required, why not a laptop?
My Thinkpad T14s has 8 core 16 threads AMD cpu, 32 gb ram, takes in any SSD you want to upgrade to, 3 display outputs, 8+ hours of battery life, magnesium build, thin and light (1.25 kg) that I bought used for 27k. The RX Vega 7 iGPU is fairly capable of almost all new games if details are lowered.

...And thinkpads are well known to last a decade.
Any reliable corporate thinkpad t14 or t490 or thinkpad carbon laptop (mostly used) sellers?

Most corporate laptops are leased and not bought . MNC lease them and those laptop specs are much higher than what is available in the market . Typically , like gen14th processor when the current market is running gen 13th . The companies place order and then they are shipped from China , HK or Singapore . Lead time for a contract could be btwn 2 weeks to 2 months . Depends on the company warehouses .

There are quite a few leasing companies who lease out to these MNC . The duration would be project based or time based . Most of the time , the average lease period is around 1-2 years . Only if the MNC has directly bought the hardware infrastructure then they keep it for at least 2-3 years .
Most times one can get a current model off lease hardware for a decent price . While the prices for individual retail pieces maybe 1 lakh plus , a bulk deal of say 500 pieces can be bought for 30-40k . It is a volume game and companies and their distributors are more bothered about volumes at that point .
I bought a Lenovo TIny 720 with i3 8th gen , 16gb ram and 256 NVME for about 3800 rupees in Africa . Most of the used IT hardware is now being dumped in Africa . In India the same config could cost at least 13-14 k
