Can we MNP in different zones?

My friend has mumbai vodafone number. He got a job in pune &'ve to shift there. However, he doesnt want to change his current number. So under mnp can he shift to another any cell carrier of pune retaining his current number? Under mnp, is it permissible to retain same number under different zones?

No, you can change your number only in same zone.
