Cant get laptop on workgroup

I have several XP Pro and vista wired and wireless workstations. All but one belong to a workgroup called HOME. The one laptop that does not belong is a XP PRO and is connected both wired and wireless. They all use DHCP and range from 192.168.1.2 to 192.168.1.11. Netbios is enabled over TCP/IP. The issue that I am having is this workstation can not see other workstations even though I have it set to join the mutal workgroup. I can ping in and ping out and receive sucessful responses both ways to all other workstations. I think I have tried eveything from uninstalling client for MS and file sharing for MS and reinstalling, I have disabled all firewalls, no other security running. SOmeone has told me to remove QOS, tried that and was unsucessful. Can anyone please help.

One more thing. When I am on the workstation having issues connecting to other workstations. When I goto browse the workgroup, not only does it not show other workstations it doesnt even display itself.

I cant connect to local shares either
 
Start > run > services.msc > "server" service <-- Service was already started

Windows Network Problem solver <-- tried everything and still not working
 
something I just noticed. Though I have netbios over tcp/ip enabled under the wins tab of properties of tcp/ip. When I do a ipconfig /all under Teredo Tunneling Pseudo- Interface and Automatic tunneling Pseudo- interface. NetBios over TCPip is disabled. Should that be?

Try these at cmd prompt ...

net stop browser

after that

net start browser

after that

nbtstat -R

after that

nbstat -RR

Check at vista systems ... Link layer Discovery|Responder mapper are checked...

if u still cant see systems using My Network Places ... try UNC paths ... Universal Naming Convention ...

that goes ... \\Ipaddress-of-target-system-of-which-u-wanna-view-shared-folders

eg . \\192.168.1.10
