second, u have to understand that the two words "cheap" and "highly overclockable" doesn't go hand in hand at all. for a highly overclockable PC u need some "quality components" or u should have very high knowledge of overclocking. so the higher the price (normally) the better your overclocks, this range from the CPU Multipliers to the RAM Voltage settings to a Cabby with good cooling system, to the CPU cooler itself. see the point?
third, u have to understand im not criticizing u or anything (im on my p4 and fx5200 lol!!!) but u dont get ur hopes high before knowing the facts thats it.
so for a decent gaming rig u need atleast 45k as punjab proposed. and what he proposed is a basic overclockable rig (if u dont want to go for amd that is..) so u have two options,
wait a lil more ok say coupla months, with the new penryns on the march the conroe (C2D) prices will fall , so would the mobo and u can pick some nice components. or get punjabs rig and be happy with it. ok?
it takes time but u'll learn so search around the forum and read some thread that have this conversation more than u can imagine.

Dont buy 650i chipset mobo, only Biostar TP35D2-A7 and Abit IP35-E
Now cards r priced very good in India, eg. 8800GT and 2600XT, ATI pricing is also improved now. HD 3850 is 30-40% faster than 8600GTS and 2600XT GDDR4 version.
