Cheapest rig for pfsense

Hello All!

Need to setup a load balancing router with pfSense

Need the cheapest possible rig with the following:
1. Mobo with onboard video and minimum of 3 PCI Slots and capability to boot off USB
2. Compatible Processor
3. RAM - Max. 2GB. Min. 512MB
4. Minimum Power requirements.

This system will be on 24/7 and as such, I need the board to have no cooling fans for the north and south bridge as they are prone to failure.

Suggestions will be appreciated.

Cheapest but how cheap- as in budget? Usually a motherboard has 3x PCI slots these days when it is ATX. And an ATX motherboard with onboard graphics is not exactly cheaply priced imho.

If you can manage with 2x PCI slots (plus a PCIe x16 and x1)-

Sempron 140/145 - 1.8K approx (single core but cheap, fast, low TDP)

ASUS M4A78LT-M LE - 2.7K approx ASUSTeK Computer Inc.

2GB DDR3 1333MHz Kingston - 1.5K approx
