What should I be looking for?

Need couple of machines (3-4 at max) for web browsing, 1080p YT playback over HDMI/DP.

I guess to be Windows 10 compatible, 8GB RAM and 40GB storage would be the minimum.

Hardware can be used/refurbished.

Any idea what budget would I be looking at per machine?

Efficiency is kind of important to me as well. Which gen tiny PCs minimum?
 
You need anything from 7th gen or above.
Why? Because from 7th gen onwards intel has added support for VP9 video decoding in the iGPU and that is very important for youtube nowadays.

So if you want on the cheaper side go with 8th/9th gen machines.
