Checking couriers

I usually check packages I've recieved by courier upon delivery as recommended here and the courier people don't have a problem with it either. But a couple of months back I had to take a courier from the nearby Pafex outlet and the guy there insisted that they won't let me open up the package without signing the delivery invoice first and I ended up giving in because I was pretty sure that the contents were fine.

Where exactly do courier companies state that the consignee may verify the contents of the courier before accepting delivery? I couldn't find that in the carriage toc on the pafex site...
 
Similar query here, I usually open & check contents of package before signing.

Today received a call from from Blue-Dart that they would not allow open package delivery. Can they do this, isn't it right to open & check contents before receiveing?
