Chinese to English Translating Application

I am looking for an application that can 'ON THE FLY' convert chinese text to english. In my office here all the folks have a software on their machine that can convert the english text to chinese just by hovering the mouse over the chinese text. I am looking for a similar application but that does the reverse.

Any pointers will be appreciated.
