Clearing iPhone personal data

This is a noob question.
Background: My daughter is moving from iPhone 4 to 5 and giving her iPhone 4 to my wife. We need to delete all personal data while preserving apps like whatsapp etc.
Is there a simple way to do this?
Disclaimer: I am not familiar with iOS or iPhone at all.
 
If you are asking about apps only,without downloading them all over again for your new phone,then it is very simple.
Connect your iphone 4 to itunes,right click on the iphone...choose tranfer purchases(all your apps will be stored in itunes)
Now update/restore the ip4 to iOS 6 and set it up as a new device...done!
 
OK here's the thing. Some change to my original requirement. The phone is to be wiped clean. The paid apps have been transferred via iTunes to the iPhone 5.
There is a passcode we use to to unlock the phone for use.
I tried using the "Erase all Content and Settings" option but it asks for another passcode which my daughter did not set.
How can I bypass the passcode?
The phone has been synced previously with my daughter's laptop which is in Doha at present. We have been living in Pune and my primary desktop which I will use for iTunes is in Pune. We are in Mumbai for almost the rest of this month and I do not want to download and install and sync to itunes on the netbook in Mumbai if that means it will be the primary iTunes installation for this iPhone 4. I hope I am making sense in explaining the situation.
 
For restore I need to have iTunes installed and registered right?
If that is done on one computer, will I then be able to switch to using iTunes on another computer?
 
I have installed iTunes on my netbook in Mumbai and tried restore but it attempts to connect to the update server and fails. Also tried to connect from iTunes to the iStore but it keeps trying without success for long. Thought it might be the Tikona DNS so tried open DNS with the same result. Any help would be welcome.
 
My problem was resolved. The issue was with UAC in Win 7. Got the solution by googling.
Now another problem. The SIM card was cut to microSIM by a SIM cutter to use in the IP. However, the iPhone displays no SIM.
The same SIM still works with the Nokia C6 from which it was removed. Couldn't get a replacement SIM from Tata Docomo because they were closed on the weekend and I had to return to Pune on Monday.
Anyone else has faced this problem and knows a simple solution?
