CMOS battery needs replacing?

We weren't home for nearly three months and upon return I see this problem (vid linked below). The desktop doesn't turn on in one go. I hit the power key, it turns on for a split second, turns itself off, then turns back on, and above all the BIOS is reset every time to make matters extremely annoying. Is this CMOS battery related, or something else? The system was bought in late 2016. PSU was changed sometime in 2018.

 
It could be CMOS battery related. I've had desktops and laptops exhibit weird power state behavior but they would start working normally after replacing the battery.

Date and time were not always affected but other symptoms I have faced are,
  1. Getting stuck in sleep mode or not going into sleep.
  2. Randomly refusing to power on or not powering on at all.
  3. Getting stuck on a black screen.
  4. Getting stuck in a power on loop were it keeps trying to POST.
In some cases I needed to reflash the BIOS as well to get rid of the problem.
