Complications with Entropay account!

So I used Entropay for over a year and I thought let's close that account as I don't need it anymore. I have 45 USD balance, so as per their rules I would get a refund of 39 USD (6 USD are account closing/withdrawing charge), but when I asked them to refund they said they can't refund more than 11 USD as I loaded that much amount only from my last debit card. I used different debit cards to load money to Entropay account, not only one card. What I don't understand is if they only refund 11 USD, then they'll simply take the existing amount, i.e. 34 USD in this case? I can add a bank account and withdraw 30 USD max, because 14.99 USD is their charge for each transaction. That's okay with me, then they said my bank could additionally charge me an extra 10-20 USD because the payment will come from US and it's under United States policy and all.
What's their problem? Anyone experienced anything like this while closing/transferring funds from Entropay to your debit card/bank account? What should I do?

U can't ofcourse ask a refund if u tried using different cards.

Also try offering the funds to people who need it, i got rid of my funds that way.. Had around 300$.

Once before I had 300$,i loaded it onto my us address paypal account and sent it to my indian address paypal account.

Since u can't keep balance in indian paypal account money got withdrawn to my bank account automatically.
