Confused about internet speed.

Today my dad and me got into a debate.
Actually i was quite sure of what i said to him but now when i researched on the net, i am left confused.
I have a 2MBPS line. And i get download speed of 200-240 KBPS. That means 8% of total bandwidth available. According to him, i should be able to receive 2MB of data every second while downloading. But that would be under ideal conditions, right? Lets cut out further 20% of the total bandwidth available. So where the hell 72% goes?
So if you have a 1.5/256 line and are getting speeds of 1200/204 or better, then you have a 'good' connection.

I am absolutely confused now.
BTW i did a speedtest.net after a long time today, and it showed me 700+ KBPS download speed. But when i download, it still happens around 220 KBPS.
Someone pull me out of this mud please. :ashamed:

U have 2 Megabit (256kbps) conx.

2 megabit (Mb) = 256 kilobyte (kB) & you said 2 megabit (Mb) = 256 kilobit (kb)

1 megabit (Mb) = 1024 kilobit (kb) & you said 1 megabit (Mb) = 128 kilobit (kb)

1 megabyte (MB) = 1024 kilobyte (kB) & you were correct in this
