I am using the CM TX3 on my AMD Athlon x4 630 Proccy, the idle temps are around 40. When i run video editing s/w - TMPGEnc, the temps shoot up to 68-69. I have applied Artic Silver 5 thermal paste on the proccy. What can be the problem ? The idle fan speed is 1800 RPM and on full load it goes to 3000 rpm.

As of now i have remove the CM TX3 and using AVC Z7U7414001 Athlon64 Socket AM2 / 939 Heatsink.The idle temps are 32-38 - and full load - video editing it goes upto 55 (compared to 68-69) of CM TX 3Idle fan speed - 3000 rpm , full load fan speed - 5000 rpm.
 
Should have got the Hyper 212+ its very good on your cpu ,my friend is using this cooler on the same cpu that u have and he has overclocked to 3.7 ghz and max temps on full load is 55.
 
there seems to be problem with installation albiet cooler not in proper contact with cpu...try it once again....also dont use excess of thermal paste use very little just to have a thin layer
