OK guys heres the thing. I just bought an opty 144 and wanna OC it to about 2.4-2.6 Ghz. My stepping is CAB2E 0602 GPDW, which is supposed to OC like crazy even at stock vcore. Now can i use the stock HSF with this? ( i know, prob hoping for a bit too much but is it enough?). The only decent cooling i can get here is the Starice, and the dealer said that it wouldnt fit in a regular case. Any other options? Any else know if i can get a decent cooling system in blore?

I dont think its hoping for too much, and I would say you can manage on the stock heatsink till around 2.4~2.5Ghz considering you dont need to raise the Vcore either. Above 2.5Ghz, it may get a bit hot but I cant say conclusively till you actually try it out ! 
For higher clocks in excess of 2.7Ghz, I have seen a lot of members on the forums needing to resort to use the aid of A/C cooling for their stock heatsink so that should give some kind of indication. As always if your cabby's airflow is good, then all the better!
And the StarIce cools well, but makes a noisy racket. I believe there are a couple of mods you could do like removing the stock fan and cage setup and instead putting on 2 silent fans to either side of the heatsink. As always I place my money on Thermalrights, so if you have any relatives coming in .. do try to get it through them.

starice is not noisy ..... i am using it ad keep the fan RPM always at 3000RPM and u can barely listen the sound of the fan ..... and with P180 its completly silent ..... GTX is always very silent so, even the comp is on u can't tell without chking the lights ...
yesterday i did a experiment ..... i stopped the fan on starice and temps were max 59-60 with 100% load (usual folding) .... i left is around 15mins ...CPU was 2.5ghz@ 1.30v
so i think if i remove the starice plastic cover i can run it without fan in P180 as there are 2 120mm fan around the CPU HS .....
anyways i am getting a fan controller in 2-3 days then i will fit two low noise fans on the starice and chk the results .....
