i have pcchips m748lmrt motherboard.i am using a p3 550 Mhz processor as the bios shows but when i enter windows the core speed is 350 Mhz multiplier is set to 5.5 now this speed is not constant it keeps on varying it drops to 0 then it's back to 350 Mhz but it never touches 550 Mhz.

ok now i have changed the fsb to 100 mhz from 66 mhz so now the speed touches 550 Mhz but the problem is it still keeps on dropping to 0 mhz.

Strange , didnt knew that PIII had cool n quiet technology.
In AMD when that is activated the speed keeps on varying to reduce temps.

use CPU-Z from www.cpuid.com and tell what speed it is reporting...

I once bought a P3 1.3GHz..was written 1.3 on the IHS..bios showed 1.3GHz...windows and CPU-Z showed a Celery 433MHz :S with mendocino core....lol..used it on my old P3 board, showed celery 433 in the BIOS...so watch out..;)
