CPU/Mobo CPU Cooler Suggestions - Haswell

Looking for an aftermarket cooler for my i7 4770, since I am not so convinced about the cooling capabilities of the stock cooler Intel provides....Few pointers which might help in the suggestion process

• I do not intend to overclock my CPU at all...The cooler is just to ensure that temps remain within decent range even during high load
• Not really sure if Liquid cooling is what I must choose...Though I am not saying no to them completely..Feel free to suggest whichever would work the best
• Budget max 4k stretchable to 5...Lesser the better
• MB - AsRock Extreme 4, RAM - GSKill Trident X 32GB RAM KIT

CM hyper212+/evo would be more than if you are not overclocking.
