CPU in under 30 k

Hi guys please suggest me best possible gaming rig in under 30 k can push it to 31 32 tops .
i dont need a gfx card and i have monitor /kb/mouse already sot he 30k is purely for CPU alone .
i was thinking about sandy bridges but im not sure if i can wait need to buy the rig in about 15 days time :( please suggest what with pros and cons

By CPU do you mean everything inside the cabinet?(Processor+Mobo+RAM+HDD+PSU/SMPS+CABBY)

What GFX are you planning to buy? What monitor do you have? (19"/20"/22"?)
