0-20k CPU + MoBo + RAM upgrade

Greetings!

I'm upgrading my CPU + GPU + RAM. I'm keeping the rest (cabinet + PSU + HDD + monitor). As for my budget, I intend to build the most cost efficient machine (best price to performance ratio), which does not exceed 20k (cpu + mobo + ram). I'm considering the following :

CPU : Intel i3 4130 with HD 4400 @ Rs. 8.3k | Also considering i3 3220 @ Rs 7.5k
MoBo : need your help here.
RAM : Corsair Vengeance 4GB DDR3

I'm curious as to why the 4th gen processors are not yet popular here.

Haswell do not provide any significant performance benefit as compared to Ivy Bridge and are worse overclockers than the same. SB were the best overclockers.

i5 4430 (12500)
Asus B85M-G (6500)
Kingston hyperX blu 1600 MHz 4 GB (2300)

total: 21300
 
Agreed, but Haswell is still about 5-10% better overall. And the major advantage is the improvement in integrated GFX (HD 2500 vs HD 4400). I'm not planning to OC it, so that is not a concern.

Got it! Indeed a quad core i5 would benefit me more than a dual core i3. I think I might go for this one. Thanks for the help!
