iOS Creating Indian iTunes Account / Apple Id without Credit Card (or payment) info ? Possible ?

My FIL has received a new iPad Mini as gift and I need to setup a separate iTunes account for him. It will be an Indian iTunes account. He does not have a credit card and even if he had, we would not use one.
How do i create a new iTunes account without using any sort of payment or credit card information ? I myself have one but don't remember how I had created it.

I think you can skip that part and select NONE but that works only on a computer and not within ios device.

nowdays in indian itunes account credit card is not mandatory. I had made a few accounts of friends like this.. In case you want to make an account of other country just get a gift code for cheap and important app and make an a/c from that code
