although I do not like to discourage , my two cents :
sadly Google Adsense is no longer a good choice for the beginners . A web site ( new OR old )
needs to be attractive & user friendly . one cannot put a lot of advertisements and expect the
viewers to click them to generate some amount of money . Now a days internet users are more
intelligent to avoid all types of advertisements including the Adsense ...

It isn't as easy as A,B,C...these days. If it were, we would all be making money off it.
To answer your question: Yes, there are sites that offer FREE hosting. However, 99.9% of these sites have certain restrictions and they certainly won't be happy looking at the Adsense ads you have put up.

creating a website is not hard, but getting approved by adsense is very hard these days.
I have read on some forum, that its takes 6 months for Indian to get approved now.
Mine suggestion.
1) Always start website on a paid domain name like .com/org/in etc
you may use free hosting, but use a paid domain name.
Google adsense team don't like free domain hosting.
2) Don't start blog at wordpress.com because they don't allow you to put adsense.
3) Work hard on one website for 2-3 months. Write good content on website and then apply for adsense.
Once approved by adsense, you are free to add your adsense ads on any sites (must be under terms of adsense)
