CS:GO - Re-installing windows help

I am playing CS:GO on windows 7 32bit. Now, i want to shift to 64bit. The problem is i need to re-install steam on new windows and again the whole game will download (6-8GB) which i am not comfortable with. Is there any way i can backup complete game data or maximum game data (which downloads) and on new OS, paste it? Or any other way to reduce my download to as less as possible.
 
Take a backup of the steam->steamapps->common->CSGO folder(names might differ). Install Steam after formatting, but don't start installation of CSGo. Paste the folder from backup in the same location, start the installation and Steam should locate the already present game files and download only the updates/difference in content. You should able to do it for all the games.
