PC Peripherals Dell ST2220L underperforming?

I've had this monitor for a couple of months but never had the time to look at it closely.I did that today and noticed that the text is extremely unclear,jaggies and all.I also noticed color banding while watching 1080p movies.I've tried both the HDMI and the DVI ports but to no avail.Might sound silly,but is the text supposed to be as clear as say on the Retina display on the Iphone 4S or is it supposed to be like the one 3GS(it looks like that at the moment). Also anything I could do about the banding issue.I've installed-reinstalled my display driver but that hasn't helped either.

Athlon x2 250

is colour set to 32bit in windows?

its a TN panel with LED backlight so, I'm guessing the banding is cause of the less amount of colours it can reproduce well. Have you tried calibrating the monitor?

Set it to S-RGB mode if the monitor has one. TN panels perform well in this mode.
 
It is set to RGB even in the catalyst settings.I've never seen a full HD monitor before so I'm virtually unaware as to how the text and PQ is supposed to be.
 
The text is probably normal.

The PPI (pixels per inch) for your monitor is around ~102 , while the iPhone 4 has ~330. So if you're looking closely you would notice the jagged edges. This should not be noticeable if you're sitting at a proper distance.

Are you using some custom DPI ? You can also try Cleartype to see if it helps.
 
The jaggies are noticeable even from a distance especially on Firefox .No custom DPI and Cleartype is enabled.Could it be my GPU?
 
I also have the same monitor, connected to a Radeon 6770HD via HDMI, Catalyst 12.1 drivers. The quality is crystal clear, i don't experience any banding issues. I've configured the monitor to GAME Mode & switched off dynamic contrast. The picture quality is good in Blu-ray & HD Movies AND Games. U may try disabling any background PC tuning Programs, I earlier faced a situation where, I had a TuneUP Utilities running in the background. It automatically, downscaled the picture/text clarity in order to increase the system performance. After disabling it, everything reverted back to crystal clear clarity.

But still u cannot expect the supreme quality of a IPS Panel in a TN monitor. If u r too pixelated on the colors & pixels.......then ULTRASHARP is ur Solution.
