Well i was also facing the similar problem,i just directed an 80mm Fan infron of the chipset cooler and disconnected the wire for the chipset fan.
ANd directed a 80mm fan on the PWM area.This way things remained cool and steady.
One thing i have observed is that when the Chipset and PWM areas are cooler,the board scales much higher and is more stable at those speeds too.
Just my 2 cents.
i think under normal circumstances it works fine .... i mean here even in very hot condition temps were max 45*c(on a very hot day) .... so i think with Air conditioning it will work fine ...
