DGCA airline ticket price regulations

I was under the impression that DGCA changed some ticket price regulations last year to prevent airlines from hiking prices around holidays. Anyone have an idea if this is this accurate or are there some special conditions when they are restricted from hiking fares.

Also what are the regulations relating to the following -

1) Selling seats after boarding - I heard announcements after boarding a flight recently stating that people could buy seats in the front and emergency rows as they have extra leg space (even though these seats were occupied). Are they allowed to sell seats even after boarding?

2) A flight is from city A to city B to city C - If flight is delayed at city A before takeoff they mark it as delayed but they designate it as rescheduled at city B and claim that its on time since it was just rescheduled and they send an SMS to the passengers. The problem is that passengers have to reach the airport 1 hour before flight departure and if the airport is far from the city they will already have started for the airport when the rescheduling information comes. Are there any rules regarding how late are the airlines allowed to reschedule the flight.
