If i wanna d/l a particular file; does it matter from which site (meganova or torrentspy..etc) do i get the link from..?

speed depends on the number of peers and seeders for the torrent... though sometimes you can have only 1 seeder... but you would still get full download speed cause the uploader has a very high upload speed 
..
generally private tracker torrents offer good speeds.... since they have limits such as min 512Kbps speeds if you wanna become an uploader ..etc etc...

I suppose, yeah. The stats depends on the tracker, not where it is hosted. So you'll be getting the same speed/peers/seeds no matter from which particular public torrent site you download the torrent from.
And public torrents ain't that bad. All torrents on Torrentspy and all provide just good enough speeds for indian ISP to handle. Though Private torrents give this extra edge to the speed, like others have said. You'll need invites to get in the good private trackers, and which is going to be very hard to get if you have nothing for exchange.

Adding to above, if u r downloading some "nice movie" or a "game" then u might be inviting a trouble called virus/trojan/spyware. Reputed files from reputed publishers are exempted here. Usually u dont get bad/corrupted files from private trackers. On flip side u need to maintain a ratio, generally of more than 1:1 for d/l : up.
