Yes but at least a hundred pings, add -n 100 at the end

Try first to ping your router and see whether there is any loss on the LAN then try out on the net.

Have you cleared cache on your browser etc.

I think Windows 10 is doing funny things. Do they leech in the background ? I have limited peer sharing of updates for LAN only.

I see so such problems with win 10 on my end. I've had numerous updates as well over the year
