Downloading Help [Hardware]

Guys i use BSNL Limited plan 2MBPS with night 2-8 Free.
Now, in my locality there is electricity problem also. I have 2 PC's, one is a new rig and one is old P4 rig.
The old system have P4 and 2 GB RAM, 8600GT on 250W Original HP PSU.

I want to make my old PC as a downloading system.So first of all i have decided to remove that GPU.
Now, i have some queries as well as need some suggestions

1)Should i connect a UPS with that. I want that if the power cut happen, my PC should turn off. If i wont connct a UPS, it will illegally shutdown. Will this affect the hardware of my PC as well as the software part and to what probability it will??
2)Please suggest what should i do so that minimum power will be used so that i can connect the PC with my invertor?
 
Get a router like ASUS RT N13 instead. Flash with DD WRT and use transmission (for torrents) with lower speed setting for daytime, like ~1kbps upload/download. night time different speeds settings. And use a UPS/invertor with it if you want.

Keeping the old machine as a download rig is not a good idea according to me.

Hey i have heard about this thing very first time. Please can you tell me in detail what is this and how it works everything or provide me some links?? How can i start torrenting on this small router and how can it be connected to some screen everything. I am totally confused
