The Government of India is planning to come up with a draft policy dealing in various issues concerning the semiconductor sector in the country. According to the union communications and IT minister, Dayanidhi Maran, it is just a `matter of weeks’ before the draft policy, covering issues like fabs, assembly and testing units, solar cells, flat panel displays and storage devices, comes out.
Speaking at the inauguration of a new campus of Software Technology Parks of India (STPI) in Bangalore, Maran said that the policy, in the final stages of preparation, is likely to bring in incentives for the semiconductor industry. The minister added that this policy, along with a proactive and industry-friendly hardware policy, would make the Indian electronics and hardware manufacturing industry globally competitive and ensure more inflow of investment, including FDI, into this sector.

Speaking on the issue of SEZ stipulation, Maran said that the land area stipulation for IT-specific SEZs could be done away with. Such a move, he said, is expected to ensure maximum benefits for the IT sector, especially the IT SMEs. Presently, an SEZ needs a minimum of 1,000 hectares of land to be set up.

The Government is also planning to create a seed capital fund to offer financial support for incubating start-up companies. Besides, more focus is being given to the telecom and hardware manufacturing sectors, which would subsequently enable the Indian electronic industry to reach its potential of $340 billion.
