Graphic Cards Dual Monitor problems... Help!

Right here's the deal. Trying to get two 17" LCD monitors going at the same time. When I connect them both they work fine up until windows has loaded and it gets to the login screen. The one connected in DVI stops displaying picture (doesnt go into standby though) and the other (VGA) continues displaying as it should, only windows acts like it's been kicked in the balls and is impossible to loging without unplugging the secondary monitor, after which everything is fine. Tried swapping the connections the monitors use and it's still the same.

Tried adding the secondary monitor once windows was already loaded, and opened task manager. When connected, the secondary displayed my wallpaper as it should with the extended desktop, mouse went over to it and everything. Both monitors start to blink on and off about 3 sec intervals and each time, another CLI.exe is loaded and all the while two monitors are connected, "System" in the task manager has 100% CPU usage.

Any ideas on how to get this going?

Windows XP Pro SP2
160g SATA
2gig DDR400 RAM
Powercolor Radeon X800GTO
Athlon64 3200
 
Enable the second monitor from Catalyst Control Center. By default the second monitor is disabled. CLI.exe should not be eating 100% CPU for more than a few seconds!
 
Reinstall the drivers and check it again. I've never seen CLI.exe which is a component of the .NET framework used by CCC eat up 100% CPU. This is really strange!
 
Uninstalled and resintalled drivers and Catalyst. The same as before with the exeption that the 2nd monitor now gets no signal at all in windows.
