only samsung has dual active feature....chose one within ur budget.....i guess the least one with that feature is ~5k dont remember the model no. though...

Bought Samsung C3212 Duos @3.5K few weeks back and am very happy with it.

Works great, I didn't need a camera (its has a VGA cam), only needed FM and expandable memory (its has up to 8GB), very stable till now, and I frequently make calls from both the Sims.

So if you need a non-touch, non-camera, with expandable memory option and FM option, then you can definitely go for it.
