How to open or copy encrypted .xls file.Unfortunatly my system os had crashed i reinstalled os but when i tried to copy and open my old .xls file it could not copy or open because it has encrypted.I am not able to decrypt also.Pls advise the solution for the same

If you are talking about enabling encryption from files/folder property than,(all the link posted here may help you in recovering pwd protected files but not encrypted one)

Nothing will/should work AFAIK, key used to encrypt the file is uniquely generated for the user and now the OS is gone your key is lost and there is no way to retrieve that. In fact this is the whole purpose of encryption, file encrypted by you can only be decrypted by you and not by any other user.

I am sure this is a common happening. Could you not contact the encryption service provider and ask them for any work around..?

^^ Encryption provider is MS, OP may want to open a ticket with them and see how it goes.
