Why dont I see it in Steam? The search results just return a bunch of trailers and not the game.Is it because it was not launched in India because of the whole Brahmin controversy? Was it available to Indians thru Steam at some point in the past? Do I need to change my country settings in steam?

Yes, no, no. It is not available through the Indian Steam store. Although if you buy a key from any other retailers it will activate just fine. You can also get some one in EU/US/Rest of the world to buy it and gift it to you, that also works. Source : I have both Fallout 3 GOTY and Fallout NV in Steam.
