nope, same splitter, new modem. although yes, the splitter should also be checked in case it is the problem for the OP.

the new modem shows a healthy 25-30 dB SNR margin, syncing at the normal 2 mbps, the modem shows "upto 6 mbps possible sync at this SNR" so i guess IPTV is out of the question

The new UTStar modem from BSNL comes with a custom firmware, but it works wonders i have heard.

yea, the clear sign of the custom firmware is the bsnl logo inside the modem's config pages
