for 20k see te pc buying guide july 2010 ..its with a monitor that is worth 5k..u cud get a 4670 with a fsp saga II 350w total might cum around 22k...and usb 3 is difficult for such a small budget...
give me some tym ill work up another config..:p

got the perfect build
amd athlon IIx2 240 - 2800
msi 880gma-e45(sata6gb) - 5700 , or gigabyte 785gmt-usb3 (older chipset)- 5850 , or asus m4a87td/usb3(sata 6gb too)-5950
corsair value select 2gb ddr3 1333mhz- 2550
seagate barracuda 7200.12 500gb 7200 rpm- 2025
cooler master elite 310 with side window - 1850
corsair 400cx psu - 2675
sapphire hd 4670 512mb - 3850
total - 21450 without dvd writer take that as 1.2k.

to save cash take a fsp saga II350w instead for 1.5k although i recommend a cx400 a little more future proof..
so if u take the cx 400 it comes to 22650..
and with the fsp one it come to 21475

if u change ur mind and ur friend wants to spend a little more i highly recommend a vx450 only if possible and not necessary for 3700
so with vx 450 total :p=23675 (awesome build) [awesome price-performance ratio]

am giving him some flexible option on cpu /mobo / grfx card will re-edit this post with what he purchase.

5xxx series is way beyond his budget as he don't need dolby digital with funky DX11 even if that fit's his budget he can't play with the same performance as 4xxx series
