Its external tvtuner card and it dont have harddisk to record.

Can it be used with laptop and record program through it ? Also does it support digital input ?

To record you need A/V in in laptop. No it does't support digital input.

Noob Question can the TUner card be used without a CPU . MY PC mother board is broken so i want to use the monitor for watching TV. IF yes i am interested and give me a call to the number In PM.

Yes, PC is not required for watching TV.
