Budget 21-30k gaming pc (25-28K)

I want to build a PC to mainly play games and browse internet. I play games like LoL, Dota2 and CSGO. I plan to play CSGO on 1024 resolution and need max fps (250+ stable).

I was thinking along the lines of :

*AMD quad core processor ( preferably phenom 955 x4 less than 7k)
*GFX card (6770 hd or any better card for around 5-6k)
*A basic decent motherboard which would go fine with amd processor
* Less than 500 gb HDD which is cheap but very fast( less than 350 is ok too)
* 19 inch LED with 2ms response time. I was thinking about iBall 18.5 inch LED - Sparkle 1854 which is around 5.5k
(a smaller 16 or 17 inch is fine if its cheaper and with 2ms response)
* 4 gb of ram
* Decent PSU more than 550w
* cheap dvd rom
* Cheap and decent case ( dont need a fancy one)
* approriate cooling

I plan to install xp sp3 lite and play mostly CSGO on low resolution. Feel free to suggest any changes which would be better for my requirements.

I would stick with amd phenom x4 955 and ati hd 6670 since they are cheaper compared to intel and nvidia. The Iball LED which I mentioned is cheaper than Dell and its 2ms compared to Dells 5ms. I dont want to include keyboard and mouse in this budget.

Feel free to recommend a lower priced amd quad core and a better 1gb gfx card/mobo/psu/ram as CSG0 isnt that demanding.

AMD Phenom II processors are EoL End-of-life (product) - Wikipedia, the free encyclopedia, so not really worth investing in them.

Are you only going to play Counter Strike GO?

Plus your aim of 250+ fps is blasé because after a stable frame rate of 60 fps is achieved neither does the human eye perceive the difference neither will the LCD panel be able to render it without constant image-tears.

Dude I don't trust iBall keyboards and you want to buy a cheap Chinese panel from them? I have no suggestions for the same as I have never used it and don't plan to either.

I would prefer intel quad core processors if they were cheaper than AMDs. I'm even open to buying AMD fx quad core series. So will those cheaper intel processors beat AMDs in the same price range.

Intel quad-cores are not cheap and thus I cannot suggest those but rest assured that in gaming an Intel dual-core can run circles around AMD octa-cores and draw lesser power.

Core i3 3220(60W) vs. FX-8350 (125W) Benchmark run --> AnandTech - Bench - CPU, after being clocked higher and having 3 times the core count of the Core i3 the FX octa-core bests the dual-core in multi-threaded benchmarks whilst trails in gaming and other single / lightly threaded day to day applications.

So my recommendation remains the same --

This rig will cost me more than 38k !

Can you please suggest a cheaper processor+mobo combo for hd 6670 1gb ddr3. I cant push it beyond 28k and will have to settle for some cheap chinese case and psu.
