For psu go with corsair vx450 @3.5k or fsp saga II 500w @2.3k both will be able to handle your rig. Don't use that vip 400w which you have

Total: 27.3k -> This is well within your budget :)

Cabby - CM 690 - 4.5k
PSU - Corsair VX550 - 4.6k
GPU - HD6950 1GB GDDR5 - 14.5k

Total: 35.3k

Another alternate.
Sandy Bridge revised chipsets will hit the store in 7-10 days and they will have B3 or Rev 3 stickers.
So you can get,
Core i5 2400 - 9.5k
Gigabyte GA-H67M-D2 - 5.2k/Asus P8H67 M LE - 6.2k (Both mobos have only 2 RAM slots)
1*4GB Corsair 1333MHz - 2.25k

can u suggest a wireless keyboard/mouse @2K. As my TV is in the hall. Also can u suggest a decent UPS
