Would suggest to stick to i3, second generation. Even a Pentium will do.

For the mobo, a H61 based one.

Stick to 4GB of DDR3 value ram. XMS3 if you can get it cheap.

Keep the GPU for last. If you cannot buy one immediately, save up some cash and buy it later. Try to pick up a nVIDIA 640M OR a AMD 7750.

PSU - Corsair CX 430v2 or whatever is recomended by ALPHA

HDD - WD Blue OR Seagate. Ensure its a 7200rpm one.

Cabinet - Go elcheapo. Circle OR Zebronics.

Hey you have a tight budget but with a little smart buy you can get a good gaming PC .

If you could extend your budget a little , say 35k this would be a good build to run almost all games for coming years

CPU - i5 3330 quad-core 3.0 ghz - 10k
MOBO - Asrock z77 pro 3 - 7.5k
GPU - Palit 650ti 1gb -9.8k
HDD - 500gb seagate -3.2k
RAM - 4gb corsair vengeance -1.7k
CABINET - no idea about these , let others comment -1.5k
SMPS - corsair vs450 -2.4k

36k total

If you are on a strict budget replace :-
CPU - amd 8120 - 9k
MOBO - gigabyte 970A-ds3 -5k
GPU - ATI 7770 1gb -8k

This setup would cost you around 31k . Enough to game on your resolution , but if you plan to buy a 1080p monitor in fututre , you better upgrade your gpu , either then or now , whatever floats your boat.

Here is the VFM Config for you:

CPU- Intel Core i5 3330 -10000 (As per your Requirement)
Motherboard- Gigabyte GA-B75M-D3H -4000 (Enough and no need for Z77 MB)
RAM - Corsair Vengeance 4GB 1600MHz -2200
GPU - Gigabyte HD7770 1GB -7800
PSU - Corsair CX430 -2400
Cabinet - NZXT Source 210 Elite -2900 (Good Cable Management)
Hard disk - WD Blue 500GB -3100
TOTAL -32,400.

Why stick with Intel ?

I think 30k is enough to buy a gaming rig underlining the fact that a 1366*768 monitor is used for output.

CPU-AMD FX 6-7.1K
MOBO-AMD970 M5A97R2.0-6.2K
GPU- Radeon 7750-7k
RAM-Corsair Vengeance is doing fine for many people so go for it-1.8k
HDD-500 seagate-3.2kPOWER SUPPLY - Corsair CX430 -2.35K

TOTAL-27.65k

cabinet/keyboard/mouse/optical drive should be chosen accordingly to fit the budget .

Thank you all for your suggestions

@M@crosoft- I am a Intel boy :p

@bssunil- Are you sure that Gigabyte GA-B75M-D3H will be enough with Intel Core i5 3330 and hd7770 because my friends also suggest me this and i was wondering if it wud be enough. Previously i was also using a Gigabyte mobo and am pretty much satisfied with it so in hearth i want to go for a gigabyte mobo itself.

and Corsair CX430 wud also be enough against Corsair CX450 handling i5 and hd7770 ??

Yes, Gigabyte B75 is enough for i5 3330 & HD7770 and instead of CX430 go for Corsair GS 500 @ 3900 only. OK.

My suggestion-
CPU - i3 3220 - 7k
Mobo - what bssunil suggested (or a different one depending on your needs) - 4k
GPU - 7850 - 12k
PSU - CX 430 - 2.3k
HD - WD Blue 500gb - 3k
RAM - GSkill NT DDR3 4x1 gb 1333mhz - 1.5
Cabinet - Any cheap one of your choice - 1k
Total - Approx 30k
This rig is quite different from what others have suggested but will give much more FPS. Afterall it all comes down to FPS.
If you can squeeze out 3k more, get an i5 instead of i3. But don't compromise on 7850
