If this performs on par with a 5850 or a wee bit faster and is priced equally could turn out to be a gem of a card.

GTX480, TDP - 250W... Furmark Stressed - 320W

GTX470, TDP - 225W... Furmark Stressed - 269W(i think it was this saw it at some site)

GTX465, TDP - 215.... actuals 240-250W

Performance, if GTX470 is like more towards HD5850 than HD5870, we can expect GTX465 to be more towards the sucky HD5830/HD5770 than HD5850.

EDIT:-

Reports say it will have 352 Shaders (???) and it's actually a FERMI GF100 (512SHADERS) with 5 Clusters Disabled... not much to talk about, especially when GF100 has 16 clusters in all

Did you forget that the 480's TDP is rated at 250W and consumes over 300W at full load ?
Nvidia wants to release a GPU which performs at par/lower than the HD5850 and takes roughly 1.45x its power while produces more heat and costing ~ $325 (most probably).

So if it is also rated at 215W then it should be cooler than the GTX470 but only slightly.
 
With all the rumors floating around, the recent leaked specs previously seems to be quite spot on. Indeed, NVIDIA is preparing to launch the GeForce GTX 465 at COMPUTEX 2010 which is taking place from June 1st - 5th. Interestingly, we heard the current batch of GTX 465 cores are essentially GTX 470 with just some CUDA cores turned off so there could be some possibilities of unlocking it if that remains the case. With an estimated price target of $249, it could prove to be quite attractive for some
