It allows you to host domain e-mail addresses on a gmail like service. So say for example techenclave wanted to use a service like gmail to host their e-mail addresses, they could sign up for this service and use the google service to access their techenclave e-mail. It's really nice since a lot of web hosting providers provide crappy e-mail services.
