Any idea about the firmware on the device ? Is it locked down or can be used for local streaming with allcast app

Interesting. An android stick will be still better option than the chromecast. Although roughly twice the price, but much better compatibility with other devices and streaming apps, dlna servers. Last heard, you can run Xubuntu on one of the android sticks, 69usd well spent.
