Push the budget to around 4/4.5K and get AMD 5670. Its one of the best cards that will work without requiring additional power from PSU. Its worth the investment.

Other option is AMD 6670.

Brief comparison-

GT240 1GB GDDR5 vs HD5570 1GB DDR3.

(GDDR5 is twice faster than DDR3)

DX10.1 vs DX11 (since your cousin is a casual gamer, it won't matter)

GT240 is ~10% faster than HD5570 but lacks dx11(both cards are weak to handle dx11 btw.)

so basically, with 5570, you are more for a weaker card with a dx11.

So, GT240 is the best bet unless some other member comes up with something cheaper and faster.

I'd suggest op to go for HD5670 512mb DDR5-4.5k,If the budget is a real prob then HD6450 DDR3 2gb-3.2k would be a good option.
 
Even if he is a casual gamer, its best to go for 5670 and increase the budget slightly. Later on , the chances of upgrading the card will be very less.

Unless of course, by causal gamer you mean he plays only those games on facebook/flash games.

The problem is not with the gpu,the problems will start when the gpu goes kaput,XFX A.S.S is handled by rashi and you'll have to suffer because of their poor service.Hence XFX is no go.

GT240 seems to be good in that budget . But is is DX 10. . ..

so I think ATI Radeon HD5570 though DDR3 seems better through this comparision

I don't want to opt for used ones. So can I go with ATI Radeon HD5570 over GT240 ?

But I can't see HD5570 available on Flipcart. . .is there any availability issues for this card ?

Yes HD5670 is totally worth the price premium!

15-20% faster than GT240 at 720p resolution plus dx11, totall worth imo.

HD5670 if you can spare more money, or GT240. But HD5570 is a no go as GT240 beats it and still is more pricier
 
Just for for Cheapest HD 5670 512MB DDR5.. Don't look anywhere else.

People here are recommending HD 5670 and you're doing your own research like GT240, HD 5570 etc.

If your budget is fixed, get GT 240, else HD 5670.

Choice is yours.
