My laptop is lenovo IdeaPad slim 5 pro it's GPU (GTX 1650) has kinda stopped working like it boots up no artifacts or anything but it's core clock is stuck at 300 MHz and it draws maximum TDP all the time. I had ran vram benchmark it's fine, just the core clock is stuck at 300 I have done everything on software side so I think it's some hardware issue I live in Ahmedabad any reliable shop that could look into the problem

This could be Power-Supply issue. It is likely the AC-To-DC power supply is faltering. Hence, the Laptop could be defaulting to minimal Core Clocks.
Stop using the laptop, and get a spare Power Supply.
Alternatively, take the laptop to a repair person and they will check if another power supply restores performance.
