PC Peripherals Graphics Card, SMPS, RAM advice

Hi all,

My friend is looking to upgrade a few of his PC components but alas on a tight budget..here is the template i have filled out on his behalf. Kindly give ur suggestions on the best options available wrt what cn be the best graphics card, PSU and RAM he can buy in a budget of 15k. He is also considering upgrading his monitor but at the moment he is only looking for a sol. to these few parts.

2. Motherboard - NO idea (i suppose Intel or Gigabyte though)
3. GPU - (blew up his old Geforce 7 series card)

Will your friend upgrade his monitor in future ? Otherwise, an ATI 5670 @5.7k is more than enough for a 17". Seasonic S12II 380 @3k is a good PSU for this rig or VX450 @3.9k for leaving some space for OCing, higher end GPU , more HDDs etc.
 
I suppose he will as his existing one is already in a miserable condition..M gonna suggest him GTX 260 alongwith VX450 if he can stretch his budget a l'il more. Will ensure handling of a 24" monitor too then. Correct me if i am wrong though..
