Pro-Music might be a nice place to go looking. When I was in your city Sudhin would personally run the shop and he had awesome chops and a nice practice room. There was no one breathing down your neck, and I bought my first electric setup (single humbucker guitar, Zoom 505 and Stranger Cube20) from him.
In those days Tansen had a showroom in Spencer Plaza, from where I got a very nice axe that is still my only electric. Actually, Chennai was a lovely place to buy instruments, given the musical nature of Tamil culture.

Specifically to bajaao.co, the Epi Les Paul (16K) Special looks good, except the Specials are generally low-cost versions of the good stuff.
ESP has some good guitars in that range as well, check the M50 and MH-50.

You must check out Greg Bennett guitars if you can, been hearing very good things on the web about them. We played a couple recently and they're pretty well set up and have decent pickups too, pretty competitive in the price range (they were originally Samick).
I would consider the RP-80 for a processor, it is only 5.3 K and comes with the expression pedal built-in. I have the RP300 and the SQ is not too bad. I prefer separate pedals anyway, but don't play too much electric stuff.
Watch for rust. The high humidity in Chennai is a guitar killer - ask me about it. Photo stores have little packs of silica gel that you need to change every two weeks, and a bit of vaseline on the metal parts will keep the rust out.
