If 30k includes a 22 inch display, then you have effectively 20k for the rest of the config.
Putting together something that can play all current games on the 22 incher in that much will be difficult.

This is what i suggest:-
Motherboard= Gigabyte G31M ES2L 2,400 INR
CPU= Intel E5200 3,300 INR
GPU= GTX 260 216 SP/HD 4870 512-1GB (Depending on surplus budget/price/availability) ~10k approx.
PSU= Corsair VX450 4,100 INR
RAM= Transcend 2x2GB 800Mhz RAM 2,200 INR
CPU Cooler= OCZ Vendetta 2/Thermalright Ultima i90 + CM fan ~About 2,500 INR (OPTIONAL)

OC the E5200 to 3.5+ Ghz or so, should be possible with a just slight voltage bump.
If you have some leftover budget/can increase it a bit but not drastically:-, here's how to allocate it(though the GPU should be your number 1 priority, pick one of the following incase you decide to leave out the aftermarket CPU cooler, the stock cooler should be more than enough on both the E5200 and E7400 till you start increasing voltage, so good for atleast 3.2-3.5Ghz) :-
RAM=G.skill Pi Black 2x2GB CL4 800Mhz @ 1.8v for 3,500 INR
CPU= E7400 5,500 INR

Good luck :)

PS: If you had a slightly higher budget, i would recommend going the AMD way, however doing so now will compromise on factors that are important for HD gaming. Regardless, this is still a solid setup.

AMD Athlon x2 6000 is nowhere even on the same planet as the E5200 in terms of performance and OC potential. So no, i won't recommend it.

That's about 9-10k right there. So you have 10k left over for GPU, PSU, RAM, etc...:)
@saqib_khan
4770 for 22 inch gaming? VX450 for a 4770? 2GB RAM?

if u are budget costrained forget lgaa 775 platform......its not futureproof.

X2 550 5.5k
biostar 790gxb a2+ 4.5k
4 gb ram 2k (transcend/kingston)
PSU RP 460w or vx 450 minimum if u are into gaming 3.6
HD 4670 4.4k

if u can raise ur budget a bit hd 4850 for 6.5k. Dont stop inbetween for 9800gt etc. HD 4850/gts 250 is minmum required to play at 1920 X 1080

Dont go for 780g board they need bios flash for am3 proccys to work(at least some of them do) and older chipset.
