PC Peripherals HDMI Cable Display issue

I have bought a new PTron HDMI cable from ebay and issue i am having is -
1) i cant see the boot or bios screen when i switch on my pc > It shows no hdmi cable connected
2) After the boot process the windows screen directly comes but the issue is that its like screens of 4 monitors into 1 v - the below video might help to elaborate what i am trying to say
Please help, i have to drag to each sideof the screen with the mouse,
Things i tried so far -
1) Tried all the known display resolution setting
2) I use ati radeon 5450, tried connecting it with inbuilt hdmi port on the motherboard, but in that the hdmi cable doesnt even work

What's the brand and model no of the monitor?
Is monitor resolution set to its native resolution?
If yes, go to AMD CCC and try the under scan settings to fit the image to one screen.

Model is Dell ST2210
Yes the monitor is set to the native resolution
I tried all the settings through amd CCC,but no success, can you try to help me via teamviewer?

I would have liked to but don't have net access from months on pc. Using edge connection on phone and tapatalk to browse TE. :(
If you or neighbour have a LCD TV try its HDMI cable if possible just for trouble shooting purposes.
