Graphic Cards Help buying Graphic card!!

Hey guyz,
Reffering to my friends problem.

specification:
Penitum D 2.8 ghz
2gb ddr2 RAM
200 gb hdd
PSU iball 230watts

want to buy a gfxcard budget max 4.5k
 
Okay bruv, you need to change this component ASAP before you buy a new graphics card, a decent SMPS, preferably atleast --

FSP Saga II 400 ~ 1900/- OR

Corsair CX V2 430W ~ 2200/-
 
^^ Sire whether he wants to game @full HD with low settings OR just watch 4K resolution ultra-HD movie prints on his computer, unless and until he is fine with a TRANSFORMERS 2 style ending cinematic taking place within his CPU cabinet he needs to change his measly iBall SMPS with atleast a reputed 400W SMPS [I've already given models and indicative prices in my previous post] OR just accept this disclaimer that we are not responsible for his computer going up in flames after he plonks in his graphics card.
