My cousin need a new one as the old one a P4 has gone bust.
*Budget - 25k-30k
*Primary Use - Home use (Watching lots of Movies and internet) and casual gamer.
*Current setup- P4 gone bust, sold for 1k locally.

Using "The universal specs sheet" and the "TE PC Buying Guide", This is what i could put up.

It wont fit buddy :P
Also the i-5 650 is a dual core and is exorbitantly priced at 8.7k. For that price u can get a AMD hexa-core.

If u want Intel i-3 540 then get a Gigabyte GA-H55M-S2 ~ 3.5k/ Gigabyte GA-H55M-D2H ~ 4.4k
Else if u are going with AMD u can get the AthlonII X3 440 ~ 3.4k + Gigabyte GA-880GMA-UD2H ~ 4.8k(has USB3.0, SATA 6Gbps ports)/ MSI 880GMA-E41 ~ 4.1k/ MSI 785GM-E45 ~ 3.6k

Reasons :

Get GA-880GMA-UD2H. It has has SATA3 6gbps, USB3.0 and good integrated graphic. Makes you a bit future proof and help you in causal gaming.

Benq G2220HD ~ 7.7k. Good enough for full HD.

Now, if you want to accommodate a graphic card too in that budget:-

AMD Athlon II X3 440 @ 3.3k

MSI 785GM-E45/MSI 880GMA-E41 @ 3.6k/4.1k

Sapphire 512MB DDR5 HD5670 @ 4.5k

Altec Lansing 2.1 BXR1121 @ 0.9k
 
Dude that MSI 880 mobo is for AMD processors & not for intel ones. for the i2-540 or i5-650 u will need a H55 or a cheap P55 mobo. IMO u shud consider the following config:

1. AMD Athlon II X4 640- ~ Rs 4500

2. Biostar TA-785GX- ~ RS 3600

3. Corsair 1333 DDR3 Value Ram 2x2GB- ~Rs 2800

4. Corsair CX 400 SMPS/ VIP 400W- ~Rs 2700/ Rs 1200

5. Seagate/WD 500 GB SATA II- ~Rs 1650

6. Logitech MM KB+Mouse Combo- ~ RS 650

7. Samsung DVD-RW OEM- ~ Rs 900

8. Dell ST 2210/ ST2210L FullHD Monitor- ~Rs 9000/ 9500

9. AMD Radeon 5670 1GB DDR5/ NVIDIA GTS 250 512 MB DDR3- ~Rs 5500/ 5700 (OPTIONAL)

10. Cooler Master Elite 310 ATX Mid Tower- ~Rs 1500

the Total cost of this rig comes to about ~ Rs 26500 without the graphics card & ~ 31500 with the graphics card. Remember these are approximate prices that can fluctuate by +- 200 Rs per component

He will go for i3, so either Gigabyte GA-H55M-S2 ~ 3.5k/ Gigabyte GA-H55M-D2H ~ 4.4k

If you want more power than the IGP then go for the HD4670 1GB DDR3. It has more power than the HD5450. (Infact it trounches it)
The XFX 1GB DDR3 costs just 3.5k in Chennai and the Asus costs 3.85k. The Sapphire version too should cost in the same range of ~3.9k

I have a gut feeling that the OP is going to stick to the FSP 350w PSU. That is why I was wary of suggesting cards like the 4670 as they draws more power. The OP also wants casual gaming and lot of movies, that is why the silent 5450 would be a good bet.

FSP SAGAII 350w can easily handle HD4670. This card draws 60w max and doesnt even need a extra PCI-E connector(Which even the 350w version has). Also the processor that he has also is low power consuming. I just recommended the 400w version for a little more headroom in the future.
 
From the above suggestions it comes down to the 2 config below one with intel i3 and the other with Athlon X4. Not keen to include a GPU as his dad would be pleased if the rig plays lesser games:P

And guys is Benq G2220Hd better than samsung Samsung B2230 for watching movies ? As most of you have suggested Benq. And Altec VS4121 2.1 is good one nah ? :ashamed:
So which one would be ideal choice i3 or Athlon X4? ;)

I would pick the AMD combo as the AMD offers more cores, USB 3.0, 4DIMM slots, SATA 6Gbps ports. Also since u still have some amt left u can consider the 1TB HDD too as it just costs ~2.8k now.

Go with the amd combo as suggested by DA, XTM & ofcourse me...:P

Athlon II x4 640 thrashes the i3 540 in almost every benchmark... Plus if u will go with an amd based rig u wud get USB3 + Sata6GBPS which will make ur rig last a bit longer.... And BTW LGA1156 Processors are soon going to get EOL'ed...

For your usage take the B2230 as you are more into HD movie watching where the slight additional screen space will come handy, otherwise the BenQ G 2200HD is not bad either ( it is cheaper, cooler reproduction is a shade better ) and bro please go for the AMD based rig, it is much more future proof and VFM :), hope this small bit helps
